Terri Kapetanovic has more than 30 years of experience as a registered nurse in healthcare quality, utilization review and case management. Prior to starting PSN, she worked as a consultant for American Accreditation Healthcare Commission/URAC in Washington, DC, as one of the Commission's accreditation reviewers. Terri traveled throughout the U.S., evaluating companies according to national accreditation standards.(read more)

Robin Rogoff Star

Chief Operating Officer

Robin Rogoff Star serves as Chief Operating Officer and Director of Business Development/Client Relations. She holds a B.A. from the University of Pittsburgh and an M.S. in public relations from The American University (Washington DC) Graduate School of Business. Robin has worked as a newspaper reporter and assistant director of hospital public affairs, and as a public relations manager for the national headquarters of a major nonprofit. She has been with PSN for more than a decade, and manages the company's day-to-day operations.

Peggy Thomas

Peggy Thomas | MS, RN
Senior Consultant, Accreditation Services

Peggy Thomas is a seasoned healthcare consultant with prior experience as a URAC accreditation reviewer, as well as Manager of Workers' Compensation Services at URAC. During her tenure at URAC, Peggy contributed to the development of URAC's standards, performance measurement tools and to the URAC Interpretative guides used extensively by URAC applicants. Peggy served as faculty at many URAC conferences and workshops.

Since 2000, Peggy has developed consulting services at Professional Services Network, Inc. for NCQA, URAC, CARF and Joint Commission accreditation and has expertly guided many organizations toward successful URAC accreditation. Past experience includes the successful development of a Workers' Compensation UM Program for a national PPO, and the start-up of a hospital-based Home Health Agency. Peggy received her Master of Science degree, with a concentration in Nursing Administration and Health Services, from Georgetown University and her Bachelor of Science in Nursing from Boston College.

Deborah Bernardi

Deborah Bernardi | MSN, RN, APHN-BC
Nurse Recruiter

Deborah Bernardi is a graduate of The University of Maryland School of Nursing. She began her professional nursing career in adolescent oncology at The Johns Hopkins Hospital, Baltimore. She then moved into psychiatric nursing at the Henry Phipps Clinic.

She attended The Catholic University of America, Washington DC, earning her MSN in Community/Public Health Nursing in 2007, and was awarded The Helene Clark Literary Award in the Spring of that year. She is certified as an Advanced Practice Public Health Nurse.

Joyce E. Bulgar

Joyce E. Bulgar | MPH, RN
Nurse Recruiter

Joyce is a Nurse Recruiter for PSN. She holds a Bachelor of Science degree in Nursing from Boston College and a Master of Public Health from the University of North Carolina, Chapel Hill. During her nursing career, Joyce has gained extensive experience in public health and managed healthcare. As a senior-level manager in ambulatory services, she has managed community-based program operations and physician practices. Her broad management background also includes director-level positions in managed health care plans, including a large national HMO.

As an independent consultant, Joyce has worked for a consulting firm and a university program of public health with responsibilities in public health program implementation.

Sandra O'Brien

Sandra O'Brien | MSN, RN, CRNP-F, PHCNS-BC
Nurse Recruiter

At PSN, Sandra's responsibilities include recruitment of qualified faculty and educational leadership for varied nursing programs nationwide. Sandra has worked as a clinical instructor and graduate research assistant and is working to complete her doctoral studies at The Catholic University of America (CUA).

Sandra earned her MSN at CUA and is certified as an Advanced Practice Nurse, in both Family Nurse Practitioner and Public Health Clinical Nurse Specialty practice. She obtained her BSN from the University of Maryland, Baltimore, and has worked as a nurse in other countries while accompanying family to Foreign Service posts.
